I bought my 2017 3.7L Transit in NV and registered it in CA. I tried to order one from a dealer in NC and when he built it he said that option is not available. Emissions from all non-road engines are regulated by categories.

50 State emissions is ONLY available as a fleet.

Supposedly the "50 state emissions" car has roughly 2 horsepower or so less, that's what the dealer told me. Nine of those states also participate in the mandate to increase sales of zero-emission vehicles: Connecticut, Maine, Maryland, Massachusetts, New Jersey, New … CA or Brown.
